米国の生成AI事業者による著作権侵害等に抗議（2025.12.1）
株式会社毎日新聞社（本社・東京都千代田区一ツ橋1-1-1、代表取締役社長執行役員・松木健）は１日、米国の生成AI事業者である「Perplexity AI, Inc.」（米カリフォルニア州、以下「パープレキシティ社」という）に対し、生成AI検索サービス「Perplexity」による著作権侵害行為等に強く抗議し、記事の無断利用の即時停止や損害賠償等を求める書面を送付しました。
パープレキシティ社は、不特定多数の利用者が入力した質問に答えるためにインターネット上から必要な情報を収集し、生成AIに読み込ませて作成した文書や画像からなる回答を利用者の端末に提供するサービスを展開しています。弊社はニュースサイト「毎日新聞デジタル」の配信記事を収録するサーバーなどを解析したところ、遅くとも2024年7月ごろから、少なくとも記事数十万本が許諾なく収集されていたことを確認しました。
記事の無断利用による「ただ乗り」を防ぐため、弊社は許諾のない利用を拒否する「robots.txt」という警告措置などを自社サイトに施しましたが、パープレキシティ社はこれを無視して利用を続けています。
パープレキシティ社の行為は、弊社の著作権（著作権法の21条「複製権」、23条1項の「公衆送信権」）を侵害しています。さらに、利用者への回答に引用元として弊社の社名や記事、弊社が管理するSNSアカウント等を表示しながら、記事の内容と異なる虚偽の事実を表示しています。情報の正確さを使命とする新聞社の信用を著しく毀損する行為であり、不正競争防止法2条1項21号の虚偽事実の告知・流布に該当すると考えています。
弊社はパープレキシティ社に対し、記事・画像に関する無断利用の即時停止や経緯の詳細な報告、一連の不法行為に基づく損害賠償の支払い等を求めます。抗議文の通知後14日以内に回答することを要請し、回答結果によっては提訴を視野に厳正に対処します。
報道機関は読者の「知る権利」に応えようと、膨大な時間と労力を費やして取材・編集し、記事の作成に日々向き合っています。パープレキシティ社の行為は、こうした記事に対価を支払わず、「ただ乗り」を繰り返すものです。野放図な著作権侵害等の違法行為に歯止めをかけなければ、民主主義の根幹を支える正確で健全な報道が守れないと考えます。多くのネットユーザーが参照元のニュースサイトを訪れない「ゼロクリックサーチ」が広がることで、報道機関全体のビジネスモデルにも甚大な影響をもたらすとの危機感を募らせており、今回の抗議に至りました。
The Mainichi Newspapers protests copyright infringement by US generative AI operator
The Mainichi Newspapers Co., Ltd. (Head office: 1-1-1 Hitotsubashi, Chiyoda Ward, Tokyo; President and CEO: Ken Matsuki) on Dec. 1 sent a letter to Perplexity AI, Inc. (California, USA; hereafter “Perplexity”), strongly protesting copyright infringement and other acts by the company’s generative AI search service “Perplexity,” demanding an immediate halt to unauthorized use of articles, as well as compensation for damage.
Perplexity operates a service to answer questions submitted by an unspecified number of users by gathering necessary information over the internet. It involves providing responses to users’ devices consisting of documents and images that are created by feeding the information into generative AI.
After analyzing the servers hosting articles distributed on our news site “Mainichi Shimbun Digital,” we confirmed that, from at least around July 2024, Perplexity had collected at least several hundred thousand articles without permission.
To prevent “free riding” through unauthorized use of our articles, we have implemented measures on our website, such as the “robots.txt” warning measure to reject unauthorized use. However, Perplexity has ignored these measures and continued to use our content.
Perplexity’s actions infringe on our company’s copyright under the Copyright Act (Article 21 “Right of Reproduction,” and Article 23, Paragraph 1 “Right to Transmit to the Public”). Furthermore, while displaying our company name, articles, and the social media accounts we manage as sources in response to users, Perplexity has displayed false information that differs from the original article content. This is a practice that seriously damages the credibility of a newspaper company whose mission is to provide accurate information, and we believe it falls under the act of making or circulating false allegations under Article 2, Paragraph 1, Item 21 of the Unfair Competition Prevention Act.
We demand that Perplexity immediately cease all unauthorized use of our articles and images, provide a detailed report of its past unauthorized use, and pay compensation based on the acts of tort. We have requested a response within 14 days of notification of the protest letter. Depending on the response, we will take strict measures, considering legal action.
News organizations devote enormous amounts of time and effort to coverage, editing and production of articles to fulfill the public’s right to know. Perplexity’s actions, without paying for such articles, amount to repeated “free riding.”
We believe that if rampant copyright infringement and other illegal acts go unchecked it will undermine the accurate and healthy reporting that supports the very foundations of democracy. We harbor a sense of crisis that the spread of “zero-click search,” where many internet users do not visit the referenced sources, will have a serious impact on the business model of news organizations as a whole, which has led us to issue this protest.
